If premium only means a more expensive box and a green color, then yes, the value is questionable.
If it means:

- stronger seals;
- clear material disclosure;
- responsible packaging;
- consistent quality;
then there is a real functional proposition.
Consumers do not necessarily want a luxury trash bag. They may pay more to avoid touching leaked waste, double-bagging, or struggling with poorly made rolls.
Premium should describe the complete experience and reliability, not just visual styling.
